The Invisible Infrastructure: Why Location is the DNA of Zimbabwe’s Digital Economy

Zimbabwe is standing at a crossroads. As we transition into the National Development Strategy 2 (2026–2030), our roadmap to an Upper Middle-Income Society is no longer paved just with concrete and steel, but with data. The launch of the National Artificial Intelligence Strategy in early 2026 has sent a clear message: Zimbabwe is ready for the Fourth Industrial Revolution.

However, a skyscraper is only as stable as its foundation. In the digital world, that foundation is Geospatial Governance.

Geospatial Governance is often misunderstood as a "back-office" GIS function a department that simply makes maps. In reality, it is the overarching framework of policies, standards, and institutional roles that determine how location-based data is collected, managed, and shared.

Consider the "Water Burst" scenario. When a local authority responds to a burst pipe, the delay isn't usually a lack of technical skill; it’s a lack of governed data. Without a governed system, engineers may be working from outdated paper maps while the finance department uses a separate, unlinked billing database.

Geospatial governance turns GIS from a tool into National Infrastructure. It ensures that when we talk about a coordinate in Mutare, that data is accurate, authoritative, and accessible across every sector, from telecommunications and utilities to finance and disaster management.

Tafadzwa Bere is a Geospatial Intelligence Professional and Acting Principal Geographic Information Systems (GIS) Officer at the City of Mutare, Zimbabwe. He has over five years of experience in geospatial data management, enterprise GIS systems, and the application of spatial technologies in urban service delivery, infrastructure management, and planning.

He leads the development and implementation of enterprise GIS solutions within the municipality, including spatial databases, web GIS platforms, and cross departmental data integration. His work focuses on advancing geospatial governance, improving service delivery through data driven decision making, and supporting digital transformation initiatives in local authorities.

Tafadzwa is an Executive Committee Member of the Zimbabwe Institute of Geomatics and actively contributes to national discussions on Spatial Data Infrastructure (SDI), geospatial policy, and the role of GIS in sustainable development.
